OpenSquilla 0.4.1 maintenance release

🦐 OpenSquilla 0.4.1 is a maintenance release for the 0.4 desktop and Control UI line — steadier installs, a fully multilingual client, and a round of polish.

🖥️ Desktop reliability — more dependable installs on macOS and Windows, with Coding Mode and SquillaRouter runtime pieces now bundled in the app. Windows cleanup wording, active-window reload, and packaged startup diagnostics were all tightened.

🌍 Multilingual Control UI — the desktop client and Control UI now speak English, Simplified Chinese, Japanese, French, German, and Spanish across boot text, settings, and connection state, with your language choice persisted.

🧹 Polish — install telemetry now skips GitHub Actions, pytest, and explicit test environments; the Windows app, installer, and uninstaller use the OpenSquilla logo; and the Web UI gets fixes for streaming recovery, stale task isolation, settings restore, session deletion, topbar layout, status-line breaks, and HTML artifact opening.

🔌 Providers & router — provider profile fixes for Volcengine and BytePlus, clearer macOS router diagnostics, and router target labels now surfaced in model request logs.

Existing ~/.opensquilla config and session data are reused — no migration needed. Close any running desktop app before installing, then upgrade via the desktop installers or the standard wheel install.
